Start date hour specific to location

Hi,

We want to make our start date hour specific to location. E.g. APAC will see the start date hour as 9AM whereas North America recruiters sees it as 2PM in their respective time zones.

The settings available in General section only allows to change it at application level. Is there any way i can make it geography specific.
