Default Requisition on Add Offer Page

With the Make Offer action, the Requisition does not default to the correct requistionContent
When making an offer to a candidate from the Next Steps Menu using the Make Offer Action, the requisition defaults to the first requisition on the list for that candidate, even if selecting Make Offer for a specific requisition directly from the View Candidate - Requisitions Table. This is a problem because sometimes the candidate has applied to multiple requisitions with the same title, and some requisitions on the list have already been filled. Additionally, since requisitions are listed in ascending order, the one with the smallest number would be listed first, and naturally, since it is older it
