ESS-WS failed to create metadata service handle

Hello community,
I'm developing a client to run processes through ESS web service after a workers batch load.
Every time I submit a request I get the following message:
oracle.as.scheduler.RuntimeServiceException: ESS-01028 Request submission or validation failed. oracle.as.scheduler.MetadataServiceException: ESS-00500 Failed to create metadata service handle.
but I couldn't find further information about it.
The processes I'm trying to call are:
- Synchronize Person Records
- Name= PersonSynchronization
- Package name= /oracle/apps/ess/hcm/person/search/ (also tried without the final '/')
- Type= JOB_DEFINITION
- Job Application Name= EarHcmEss
