Ability to report on historical value for start dates in OBI when changes are made

Currently in OBI, users are unable to report on historical start date values once an offer has been modified to a different start date. The results for the modified start date's history is only giving a bracketed numerical {1} or {0}, etc. result instead of the actual date value that was previously captured in the offer. Why does the system allow users to use the action of "Update Start Date" if that action isn't truly tracking reportable data for our Offers/Hires that have their start dates updated after the original offer data was saved in the system?  It would make
