Unable to select prior meeting in Talent Management Review meeting creation

We upgraded to release 12 and aren't able to view historic meetings

I created a TMR meeting for 2017. In the second section where you Select Review Content and choose the prior meetings, I'm not able to select historic forms. For instance in this example I'm expecting to be able to select 2016 TMR from the First Prior Meetings list and 2015 TMR from the Second Prior Meeting list.

Is anyone else having this issue? Again this is post R12 upgrade. Does anyone have any suggestions?
