Cascading Organizational Goals in sales department

Hi All,

I have come across a scenario as follows with a customer who has only subscribed to Fusion Talent Management and No Sales or Marketing.

At the beginning of each month sales target are defined for each organization. Organizational Goals will be then cascaded between the workers from top to bottom as per the department structure.

At the end of each month their sales performance will be evaluated based on Target Vs Actual.

Can we accommodate this functionality with R11 capabilities of Fusion HCM Cloud?

If so, please advice me the best practice I can adopt.
