Goals Profile Options - configurable only at Site level?

Hello,

Can someone confirm if there is the ability to set the profile options (Manage Worker Goal Setting Profile Option Values > HRG_GOAL_COMPLN_REQ_APPR) for the various goal 'activities' at something other than the site level?  We are implementing a 2nd goal plan for the first time, and in this particular plan, we do not wish to have approvals for anything, whereas we would like to keep approvals for goal creation & completion on our 'regular' Performance Plan.

If there is no non-site level profile option, can someone suggest ways to get around this?  We have not played around much with workflow configs and I'm thinking that is the workaround, but any guidance would be much appreciated.
