Restricting user to create requisition for his organizational level only

I want to restrict a HM to be able to see and create requisition for his organization only. But currently, he is able to see all levels of organization above him while creating a requisition. In user group I created the coverage area for HM defining is organization, still he is able to see all parent orgs also. Please advise.
