What is the significance of Role Type = Manager

Need to understand why almost every Performance and Goals related subject area uses Role Type = Manager

Content

In every Subject Area associated to Performance or Goals, a filter condition Role Type = Manager is added, in the Shared Reports and even Oracle also recommended to use this. Am wondering what significance this adds to the report.

1. What is the role of this filter?

2. What happens if this filter is not added?

3. Why is it so to add only in Performance or Goals modules and not in other modules like Compensation WFA etc.
