Issue Viewing Attachments with Taleo version 15B6.2

Because of the change noted in the above document, our users are no longer presented the Open button automatically when clicking on a candidate attachment.  However, the issue we are seeing is that some of our users can click the save button and then the open button appears right away while other users are forced to click Save As which requires them to save the attachment first and then the open button appears.  Has anyone on version 15B5 or higher seen this same inconsistent user experience when trying to view candidate attachments?  Were you able to determine the cause of
