Forced Enrollment

Can someone please clarify using "Forced Enrollment"? We have been using it, but it seems to mess up our system.

Example (we use auto approval):

We have a class for 20 people - it closes and there is a wait list of 5

We have someone on the wait list that needs to be added, to make it 21 (but they might not be the next person on the wait list.

What is the best option, force enroll them?

What happens if I force enroll them and then someone else drops? Right now, the system has been auto adding another person from the waitlist...which is not good...!!
