Need help - Requisitions being hidden from user in OBI

Random issue - user can see a requisition in Taleo but not in OBI. Different user can see it in both places.

We have a strange issue and I'm looking for some ideas to help resolve it.

We have a user who has access to every requisition in Taleo.  But when they try to run reports, certain requisitions seem to be hidden from the user.  We know it's not related to the requisition's OLF or group, because other requisitions within the same OLF and/or group do appear for this user.

I have very similar permissions in Taleo as the above-noted user.  When I run the same report for the same requisitions, it works just fine.
