Candidate lands on the last application block of a career site (a 2nd pass site for WOTC)

M&T Bank is implementing the Passport Integration, E&Y Tax Credit Assessment Service (for WOTC). As part of the design we've created a career site that comes into play after the initial application process. To clarify, after a candidate completes a particular step/status in our CSW, an automatic email fires inviting the candidate to complete the Tax Credit survey. This career site has four blocks. If a candidate does this survey one time, the career site works as expected. However, if a candidate applies to a SECOND JOB and they get invited again to complete the Tax Credit Survey, when they login they immediately land on the last page of the Application Flow. Why? Even though the candidate has completed most of the fields on this site, it's a new job. Why aren't they presented the entire application flow again, from start to finish? Is this a bug? Expected behavior? What are my options to get around this?
