Accrual Question on Front-Loaded Plan


I have a question on a front-load accrual plan.  Most employees accrue a bucket of 56 hours on 1/1/2017.  There is an employee that was out on leave, the leave began in November, 2016 and they returned in April, 2017--employees do not accrue the time until they return from leave.  In order to retain previously accrued hours while out on leave, the employees remained eligible for their entire leave period.  We need them to accrue the front-loaded accrual when returning in April, but for some reason the program did not accrue.  We have a month-over-month accrual for vacation which worked
