Audit Trail Report to see who changed some ones skill status

I have tried running several Audit Reports to see who may have modified an employee's skill, but I am not able to get the proper results.

Has anyone tried or successfully ran a report to see who has modified a skill in any type of way? I can't even see if they skill was mapped to an enrollment by someone. Any help would be greatly appreciated.
