CSW - Can we restrict New Hire Onboarding process until Eoffer approved?

We may have our CSW set-up incorrecrtly, but currently hiring managers can intiatate onboarding before a contract eOffer is approved or even after one has been rejected as there is no connection at all between the two.
We need to somehow limit this so that the New Hire Onboarding process action is only available after a candidate as accepted an EOffer of the job - would really appreciate feedback from other users, is this possible? Is anyone able to do a webex to view our CSW to see where an improvement can be made?
