15B and delivering documents to hires in onboarding

I'm reaching out to see if anyone else has their onboarding configured like we do and see if you're noticing an impact after taking 15B.   We've raised this in an Oracle SR (#3-15703336091) .    This configuration is something that I've been using since Legacy Onboarding was first released and I've had 2 separate Oracle Consultants (from Oracle, not a 3rd party) do the initial set up this way for 2 different companies.   I thought this was a wide-spread and known method but the engineer assigned to my SR has apparently never seen this design before.
