Issue with Competencies feeding skills

Summary

I am feeding competencies into a skill and the competency is tied to a Job Profile

Content

I have added below a summary slide of the process that I am using for an Instructor certification track.   It seemed to work but then I ran into a bit of an issue.

I have a competency that is tied to a skill and a mapped Job profile (The idea was that the mapped job profile must be completed to allow the skill to be completed)

In the Skill I have an "Enrollment to train this skill" tied to an enrollment   and I have "Competencies to train this skill" tied to the above competency.
