Secure Data for the BI Admin role

To understand if we can secure data for a user with BI admin role

Bi Administrator role is a role that allows a user to create BIP reports and provides access to the entire data base. With this role, you can query anyone in the application. Is there a way to secure access to the data base so that user with this role does not see data for Europe regions for example. We are on R12 and I don't believe this can be done but any help will be appreciated.
