User Roles for Taleo TBE

I'm the assigned Administrator for Taleo TBE for our organization.  We're currently utilizing the Recruit module and are looking to add the Onboarding module in 2018.  One of our Directors is asking if we can utilize Taleo to house our employees' professional resumes which are used in project bids.  He's wanting each employee to be able to login and update his/her resume as needed.  There is not currently a user role that I can edit to fit this need.  I tried cloning an existing role and calling it "Employee", but that doesn't seem to work.  Does Taleo TBE have the
