I'm trying to use the R12 "Create Cross Validation Rules in Spreadsheet" excel template and it's not working as there are no list of values that appear for "Condition Filter Segment" or "Validation Filter Segment". 

Once the spreadsheet is opened it asks for me to login to Fusion which I successfully do so it should be connected to the database but the LOV's are blank and we cannot upload any new CVR's.  This is the first time we're trying to use this feature. 

I've entered an Oracle support ticket and haven't received very much help except to uninstall/reinstall desktop integrator so I wanted to see if anyone here had any ideas?
