Since Taleo does not have a direct way to handle mass application creation,I am interested to explore what are the most common solution people are using

The scenario that we have is that our recruiters often source candidates directly in the Job Board and in most cases, they just pick-up the phone and talk to the candidates to screen them. It is an efficient approach for a recruiter, however, it does not leave any trace of those recruiting activities in Taleo - often only a small fraction of the total candidate screened end up in Taleo, sometimes it is only the selected candidate whose application is created in the system before generating the offer. Understandably that is not an ideal scenario and we would like to capture
