Possible to populate an email based off Onboarding form template fields?

Can Taleo read onboarding forms and populate an email based on those fields?

For example, if we created a custom form that included 20+ fields for entry, once complete and filled out, could an email be generated that included the completed fields and sent to another user? Or if an email isn't possible, could the completed form itself be sent to another user for action outside Taleo? We have a web form for hiring managers to complete that has access provisioning and equipment issuance details that we'd like to see if we can incorporate into Taleo Onboard
