Weighting in Competencies

Can someone explain how the weighting works for the competencies to determine an overall score? For example, under the Job Knowledge competency, we have six factors. One employee has two "Needs Improvements" and four "Meets" but his overall score is "Needs Improvement" for the competency. I don't believe that we have assigned any weighting to these factors.
