Want Admin ability to Customize Recruit, but not to Customize Perform

Is there a way in Taleo Business Edition for me to create an Administrator that has full access to Recruit but not Perform? Our goal is have one main system administrator as it. But then set up an Administrator then can customize recruit and another for customize perform. I believe I got it to work in one direction, but can not figure out how to do it for the Recruit side. I know I can hide the tabs relating to employees, performance reviews, etc. But I also want to remove the function to customize perform as well. I added a
