How are you housing documents if they are only available via your network and you aren't using a content page?

Previously we were using the public folder in Oracle Content Server to house documents for employees to review pre-day one since we wanted them on user defined form so employees could e-sign they received them. With R12 they removed this access from content server. What does everyone do so that employees can view documents that don't have access to our network? Do you use a content page and have a separate task to acknowledge or is there any other way to do everything on one task? Our web filtering blocks us from being able to use an free document storage websites
