Need Email to be triggered to IT department if any name changes happens in the 'Last Name' or 'First Name' through OTBI agents

Hi Team,

we have a requirement to send out an email notification to IT department head when ever there is a change in the 'First name' or 'last Name' of the the employee through ESS/HR admin/MSS using OTBI. 

how to identify through OTBI that only on name field the change had happend using OTBI or what is the best option in fusion to complete this requirement.

can we use agent?
