Why Journal Batch Name is tagging on Spreadsheet ID, Process ID after post?

Summary

As the system tagging on Spreadsheet ID & Process ID makes the journal batch name unique, there is no longer to detect duplicate journal batch before posting.

What are the reasons for tagging on spreadsheet ID & process ID in journal batch name?  Please note the journal header table includes a separate field for Process ID, Created By.  By tagging on the spreadsheet ID & Process ID, the journal batch name becomes an unique name.  If the user mistakenly uploads the same journal batch, the system would not detect the duplicate.  Basically, the system does not validate for duplicate journals.  Please help me to understand the logic.
