Can I run a Workforce Compensation Plan for one employee?

I tried running a Workforce Compensation Plan for one employee (Workforce Compensation --> Administer Employees).

I then ran the "Transfer Workforce Compensation Data to HR" process.

However, I do not see the salary increase component on "Manage Salary" page.

Could someone please help me out?
