Agents - Best Practices for Scheduling Permissons

Does anyone have a best practice regarding allowing users to schedule agents? In order to schedule an agent, a user must have Author Content (BI Developer) Permissions. To control who has this level of access, do you only allow certain user types or groups of people to schedule agents or do you give this permission to all reporting users?

We have a large population who needs the ability to schedule their own reports but I'm hesitant to give them too much ability to potentially edit, delete or remove reports. I'd be happy to hear how this works in other organizations.
