Enrollment Rule Setup to Retain Plans if Same Default if New

Plans are being defaulted by life event even if an employee has no change in eligibility.

Content

With many of our data changes, for example an employee moving between unions or a medical service area change, the expectation is that employees would keep their enrollment if they do gain any new eligibility and the plans stay the same for a plan type. However, if they lost eligibility for their previous plan and gained eligibility for a new plan then I would expect them to be defaulted for that plan type and the new plans would open to allow elections.
