Custom text for Benefits Self-Service

Is there a way for the custom text to show in Benefits Self-Service like it did in r11?Content
I prefer that the customizable text box be visible when employees log-in the make their benefit changes. Click on the Information icon to expand the text box isn't going to work for the majority of my employees. Is there a way to make this happen? I've attached the image of what I am talking about. I think this section in r12 is a giant step back in assisting employees to make the right benefit elections.
