Applying Target amounts not kicking off Dynamic Column evaluations

We're running into an issue where we are applying target amounts to our compensation workbook, and are receving a confirmation stating "The dynamic calculations process was submitted. The process ID is -1." Has anyone run into the error previously?  We've logged a Sev-1 ticket with Oracle, but also wanted to see if anyone else has run into this.  Any suggestions on what is causing this or how we can resolve on the client side?
