OTBI Report in Dashboard

I need to build a graph for the person headcount for different actions and then embed that graph in the dashboard. I understand that the person having the HR specialist role can view the aggregate data in the report (By aggregate I mean that the data of all regions), but if the person is having a custom HR Specialist role and is a HR of United States, then can that person see the aggregate data of all regions (Please note that the graph is build using the OTBI).

We know that the OTBI follows the application data security, but still we need to check if we can see the aggregate data or not.
