Ability to remove update start date / offer date / cancel offer?

Hello,

 

We have a large hiring manager community and wish to restrict as many actions as possible so the recruitment journey is quite linear where if other actions are required the hiring manager needs to request this with HR. 

 

Please advise if there are any options in user types to remove these actions from user accounts?
