My Oracle Support ... no Problem Types ... so can't log ticket

Not able to log a SR ... the Problem Types aren't populating. I've had this happen before and waited a day. Is that the standard procedure? You have to wait a day to log a ticket?
SOLUTION: MyOracle Support does not work in Chrome for logging the initial ticket. Must use Firefox or Internet Explorer. You can edit the ticket in Chrome, just can't create it.
