DAR - Group Approvals

We have implemented DAR, but a request has come in for a change. Here is the example, on approval step 4, they want it to go the Budget Office, where Bob or George can approve the offer, and it will then move to the next approver. We have not figured out a way to do this (Bob or George approve) without using Delegation and/or allowing them to approve for others (which is not an option). The system wants Bob AND George to both approve. Is it possible to configure where one or the other approves, and then the process moves
