Performance Reports - Leaders not seeing results

I have created 3 performance related reports (Document Status, Rating Detail and Rating Distribution).  When I open these reports as an Admin, I can see results.  When a manager opens these reports, they are blank.  They do not state "no results", the data just isn't showing up.  I have attached an email from a Leader that includes screenshots of what he sees when he opens the reports.  To access these reports, I added them on the Performance page, in the Reports section.  Is there something I'm missing in order to get the Leaders to see the information?  Thank you in advance
