What should be the Career Planing Navigation for HR

We are on REL12 and when employee click on the Skills and Qualification they can see Career Planning Tab and under that they can fill all these Work Preference details. But how HR can see these details, from Person Management there is Task "Manage Talent Profile" but there HR can only see Skills and Qualification.  HR cannot see  Work Requirements/Career Preference. How HR can access these details for employees. 

We tried using Profile icon under My Workforce but we cannot search single person by Name there is only option Keyword Search or in advance search Name search is there but it never returns anything.
