Employee's Manager Start date is later than employee's start date

I am not able to upload employee whose start date is earlier than the start date of the manager's start date.

This is regarding the employee upload that I am working on.  I am using HCM Spreadsheet to upload the data.  I have a use case where the manager is hired later than the employee who reporting to the manager. 

Emp #	Effective Start Date	Effective End Date	Manager Emp#
E0010	01-Jan-2017
E0001	01-Jan-2011		E0010

In this case I am getting error saying that manager is invalid.  If I change the effective start date of E0001 to 01-Jan-2017, then I am able to load the employee.  Could you please let me know how I can upload employees in this scenario?
