Compensation Plan does not populate overall budget % and amount when applied by highest level leader or Global Model

We have created a salary compensation plan with 3 components. the components have manager level budgeting applled to them  When we create a model for the budgets and assign it from the highest level leader, the budget does not display in the summary table of the plan, although it is applied. We used the budgeting method of "I will pass down budgets to all of my lower managers" .
