Understanding the "Not Started" Progression Level

I am currently reviewing the step and status combinations in our CSW (TEE). We had an issue where we had two statuses in our Hire step ("To Be Hired" and "Hired"), but moving the candidate into the initial status was already marking them as hired. I modified the "To Be Hired" progression level from "In Progress" to "Not Started" and that seemed to resolve the issue. I tried looking for more information in the Knowledge Support area but all their docs explain how to use and verify progression levels, but not really
