Release 17 and TCC upgrade

What exactly is changing for TCC in release 17?Content
I only see mention in the "what's new" doc of a couple of security related items. However, I believe I understood from some of the webcasts that this was a major upgrade to TCC and would require additional effort such as upgrading the client. I'd also like to understand the timing. Does the TCC upgrade happen before, concurrently or after the core product upgrade?
