How to access terminated workers to change eligibility in Workforce Compensation

We currently have active merit and incentive cycles open in production.  In both cases, if a worker has terminated since the cycle was launched, they are still showing on the manager's worksheet and as the system administrator, I am unable to access terminated workers to change their eligibility status.  In all other areas of the application I can view terminated worker records.

Steps to reproduce:

1) Go to Workforce Compensation -> Administer Workers

2) Search for the terminated worker and select the 'Include terminated work relationships' check box

3) Select record and a warning comes up stating 'You do not have access to this information'.
