Critical Patch Update (or Security Alert) - Request for Explaination

Please explain how this Critical Patch Update affects the LearnCenter.

We see the information on the LearnCenter Control Panel that says there is a Critical Patch Update happening. I have read through the resources given from the Tech Network and Oracle Support but I am not sure how this actually affects Learn. I have not found "Oracle Taleo Learn Cloud" in the list of Products with Patches Pending, Products under Investigation, nor Products Not Affected. The only part I found that could apply is Applicability of this Critical Patch Update to Oracle Cloud, which just seems to say that Oracle applies fixes if they need to be applied.
