Is there a way to 'repurpose' a column from an OTBI subject area with a static data value, conditionally?

Example. 

ColumnA: Region (consists of 3 groups, Americas, EMEA and Asia/Pacific). This column is a bin of country values. Example: USA and BRZ = Americas.

ColumnB: If Region = Americas, produce 49%, if EMEA, produce 25% and so on...

ColumnC: Headcount

ColumnD: %Headcount

If I enter a static value of 49 (in example column it populates across my results (stacked bar) but I want to be able to enter conditional static values. Basically we are comparing our figures (headcount in this example) to static (not frequently updated) market data.
