How are the list of Actions determined on pages such as Manage Salary?

Our team is attempting to building reports with Action and Action Reason parameters that provide the same values as the Manage Salary page in Oracle HCM Cloud. Rather than having the full list of Actions display as they do on Manage Employment, our users would prefer to view a sub-set of these values within the report's parameters. Any guidance on whether the set-up for Actions available in the Manage Salary page can be found in the configuration would be much appreciated.
