Trigger Retro entries by Fast formula update

Would like to know if any update done to fast formula effective past date will trigger retro entries in the current month.

Scenario explained with example.

For Emp Number 100101, contractual paid leave transaction exists from 05th Feb 2018 to 15th Feb 2018 - Approved status.

For Emp Numer 100102, contractual paid leave transaction exists from 10th Feb 2018 to 15th Feb 2018 - Approved status.

Run the payroll process for the month of feb, followed by March. As per the policy there is no deduction of amount for paid leave.

Policy changed on 01-Apr-2018; effective date of policy change - 01st Jan 2018. Change = Deduct the allowances if employee has contractual paid leaves.
