Manager unable to complete his Self Assessment


I put in a ticket for a manager who was unable to do his self-assessment. I deleted and reassigned the review twice and he is still unable to get to his self assessment. He is getting an error every time that he clicks on Edit.

I have a SR ticket issued SR 3-16900379431, but they are telling me it has something to do with it being "submitted" but not completed at the time, but this doesn't make any sense to me if I have totally deleted the review and it is a new review. The solution offered to me by the assigned person about it being "submitted" makes no sense to me and then I was to wait until the next update in May which is of no help to me when he needs to complete his review now.
