Salary basis for future hire

We need to get the salary basis for new hires, rehires, etc. For new hires/re-hires with past dates not a problem, but with future dates, even though we use the prefix SET VARIABLE PARAM_EFFECTIVE_DATE='2050-12-31'; we are not getting the salary basis for these future workers. The original report has 4 subject areas and all the data is retrieved except the Salary Basis for past and future hire dates alike.. So, created a new report with the single subject area and just with Worker Number and Salary Basis and it does not retrieve a row for these future hires/re-hires.
